Project Identity

Environmental noise has been increasing day by day and this leads to serious health problem and impacts negatively the quality of life of the population living especially in cities. EU Environment Action Program to 2020, ‘Living well, within the limits of our planet’, committed to significantly decrease noise pollution in the Union, moving closer to levels recommended by the WHO, by 2020. In this aspect, environmental noise management is needed to be applied by the qualified staff with using the innovative ways.

With this project, it is aimed to improve the skills and practices of staff working on environmental noise management using innovative methods through the well-developed project partners on these issues.  Moreover, it is aimed to develop sharing of good practices on noise management in audits between European countries to provide the high acoustic quality of urban cities.

The project duration is 24 months.

Project Objectives

European variances in terms of noise management practice and in approaches to the training is such that there is need for greater knowledge and practice exchange with using the innovative developments with cooperation transnationally so that our collective practice is enhanced. This is the primary focus of Noise Training Project (NTP)

NTP aims to help the improvement of the skills and practices of staff working on environmental noise management using innovative methods through the well-developed project partners on these issues.

Moreover, it is aimed to develop sharing of good practices on noise management in audits between European countries which will provide to improve the acoustic quality of urban environments.

The main outputs of the project will be a common curriculum development content on environmental noise and the handbooks on legal, technical and communicative aspects of environmental noise management.

Project Target Group

The target group of this project is the staff interested and working on environmental noise management (ENM) applications from public administrations and education centers, private sectors as laboratories, research centers and non-governmental organizations like vocational associations.

Project Partners

Antalya Provincial Directorate of Ministry of Environment and Urbanization (PMEU) is the main local public authority that is responsible for the applications of environmental and urban planning legislation. The vision of this institution is to prevent and control all contamination of the factors influencing the environmental pollution for providing a livable environment.

The main mission of environmental departments is that principles of sustainable development within the framework of human health and the environmental pollution prevention field, enables the effective use of administrative, legal, financial, human and environmental resources,  become respected and leading institution which guarantees the right to a healthy environment. In this context, the works, audits and studies are going on to protect air quality; air pollution, noise and vibration to the lowest level and to ensure the minimization of all kinds of waste at sources. Moreover, the other most important point is that conducting research and development for environmental protection and implementing training programs on environment in cooperation with international organizations is supported through the mission of Ministry of Environment and Urbanization.

In this context, the duties of Provincial Directorate is to analyze and assess  environmental permits of the facilities and industrial plants, to carry on environmental audits, to prepare action plans and to give  training to the related sectors.

In the scope of the quality management system of PMEU, the  reports are prepared for staff professional progress with taking into accout of the completed trainings and needed ones. Through this, it is provided to embed continous professional developments into staff learning activities related on environmental management.

This project sets well with the two core properties of PMEU. The first one of them is that PMEU is the main local public body responsible for the environmental noise audits and assessment of environmental noise measurements reports. Therefore, it is capable of evaluating the training needs of the staff working on noise management applications. Hence, PMEU will take the lead on intellectual outputs proposed in this application. The second of them is that since PMEU is the main local body of the central MoEU which is responsible public body for the determination of curriculum issues in environmental noise assessments of measurements, mapping etc., the intellectual outputs are easily be disseminated through the other 80 provincial directorate of MoEU.

Universidad Politécnica de Madrid (UPM) is the oldest and largest Spanish technical university, with almost 3,000 faculty members, around 35,000 undergraduate students and 6.500 postgraduates in 18 Schools of study. UPM’s Schools cover most of engineering disciplines, as well as Architecture, Computer Science and Geodesy & Cartography, and recently Fashion and Sports. Moreover, UPM as a top quality academic establishment has a strong commitment to R&D and Innovation, boasting 205 Research Units and 19 Research Centres and Institutes, contributing significantly to the international scientific community with a high number of journal papers, conference communications, and PhD theses. UPM has a long tradition of collaboration with Industry (around 50% of its R&D funding) and participation in international R&D programs. As UPM participation in FP7 is concerned, the University has taken part up to now in 242 European R&D projects with more than 64 M€ of funding, ranked first Spanish University. UPM is a full member of the major LAC technological university associations (LACCEI, ASIBEI, HACU, Tordesillas Group, etc). UPM promoted the creation of a Network made up of European and Latin American and Caribbean Technological Institutions. This Network, called Magalhães, has smoothly been running for twelve years. Currently, around one thousand students move every year from one side to other of the Atlantic in the framework of this Network.

Concerning the involvement on on-line education, UPM is member of the OCW consortium (occupying a place in the board), is very active on MOOC platforms like EdX, MiriadaX, etc. And their courses has received several awards (like the 2014 Ministry of Education Awards to the best MOOC). UPM is member of 3 of the 5 European Institute of Technology approved Knowledge and Innovation Communities (KICs)

The Instrumentation and Applied Acoustics Research Group (I2A2) from the Technical University of Madrid has a great experience related to community and environmental noise. The members of I2A2 are professors and researchers in quite different topics such as physics, acoustics, mechanical, environmental or telecommunications engineering, which provides a multidisciplinary, widening the scope of any of the projects. As a consequence, I2A2 has been involved in quite a different topics within the area in the last 20 years (only those connected to topic are listed):

– Noise mapping. I2A2 has been involved in the development of Strategic noise mapping and action planning in roads and agglomerations in Spain. Several theses and papers have been developed in relation to noise maps and action plans, related to citizen’s perception and response to noise, study of the uncertainty of noise mapping, action plan effect, the development of new tools for data gathering or quality improvement.

– Noise monitoring. I2A2 has been for decades interested in noise monitoring as a crucial tool for noise management. I2A2 has developed and patented a Type 1 certified sound level meter, which has been used in different noise monitoring campaigns in Cities and airports in Spain. Nowadays, I2A2 is interested in the opportunities that the smart cities have raised, and is working on the development of high quality low-cost noise monitoring unit, and its implementation in new participatory noise management initiatives. Sound recognition, citizen participation and data representation are in the focus of I2A2 in relation to noise monitoring.

– Acoustics instruments calibration. I2A2 has worked in depth in the development of new procedures and instruments for improving the quality of calibration of acoustic instruments in Spain. I2A2 has developed a cheap and efficient workbench for the testing and calibration of sound level meters, dosimeters, calibrators and audiometers.

– Noise insulation programs. I2A2 has been involved in the noise insulation programs undertaken by the Spanish airport administration in the vicinity of airports.

– Noise awareness and education. In the last few years, I2A2 has designed different actions to raise awareness among the general public.

– Training courses. I2A2 is deeply involved with Spanish administration and enterprises in relation to training activities on acoustics. Training courses related to environmental noise measurement and audits, noise mapping elaboration, or noise insulation measurement.

The University of Florence (UNIFI) is one of the largest and most productive public research systems in Italy. In particular, the Department of Industrial Engineering of Florence (DIEF) is composed of professors, researchers and technical staff who perform researches in the fields of energy systems and their environmental impact, software development, environmental and industrial acoustics. These activities are mainly carried out in collaboration with public/private and national/international research bodies and industries. Funding mainly comes from projects of research financed by MIUR, of national research (PRIN, FIT, FIRB), of European Community and also from R&D contracts and technical services for third parties. In the last 15 years the DIEF has acquired a strong experience in:

– designing of noise monitoring systems. Namely, a classical noise monitoring system has been used simultaneously to a smart one specifically designed for rail and aircrafts events identification starting from sound pressure level time history 1 s-based, where IEC requirements for Class I instruments did not have to meet;

– designing and developing software infrastructure for devices communication, 1D/2D/3D data acquisition and processing;

– designing of instruments for noise management in urban areas (e.g. GIS systems);

– Action Planning and assessment of Hotspots and Quiet Areas, taking part in the HUSH LIFE+2008 and in the QUADMAP LIFE+2010 projects;

– Noise Low Emission Zones, taking part in the LIFE+2015 MONZA project (still on going).

Vie En.Ro.Se. Ingegneria is one of the leading scientific companies in Italy working in acoustics and environmental engineering with huge expertise in noise control and noise reduction and operates as consultancy on all aspects of acoustics. The core business and main field of activity is the developing of solutions for noise mitigation at National and International level. In particular, noise mitigation action design, assessment and prediction of noise impact of simple and complex sources, noise monitoring and other pollutant (air) modeling, noise mapping and action planning for local administration and main transport companies, industrial plants, acoustic design of buildings like schools, hospitals, theatres, auditoria are our main activities.

In the last years VIENROSE:

– leaded the Noise Mapping and Action Planning activities for agglomerations: Firenze, Perugia, Vicenza, Monza, Forlì, Ravenna, Rimini, for Major Roads manager: provincia di Firenze, provincia di Siena, provincia di Pisa, provincia di Livorno, provincia di Lucca, and for many Public Transport Managers.

– developed more than 20 Acoustic Noise Zoning Plans and more than 20 City Noise Reduction Plans, also dealing in the interventions design.

– collaborated to prepare a national Guideline for Plans of noise mitigation of Public Transport Managers.

The staff includes prominent acousticians, one member of the Executive Council of EAA (European Acoustical Association), certified International expert (3rd level) in Acoustics Sound and Vibrations CICPND, 9 certified Italian acousticians, chemicals.

Furthermore, VIENROSE is also certified UNI EN ISO9001 company for design and provision of training services, and “Training agency” accredited by Tuscany Region.

Vie En.Ro.Se. gives lectures and seminars on acoustics, and noise actions design at University of Florence, Pavia, Pistoia, and for public and private companies.
